3696: fewer Mentalist spec points than I should have

Description

I am level 12 and only able to spend 11 points in 1 spec line. I should be able to spec 12.

Reproduction Steps

1. Correct the issue with spec points
2.allow me to spec the corrrect amount of points
3. review my picture and confirm if I am bugged. I should be able to spec 12 points.

Intended Behavior

I shouuld be given the correct amount of spec points.
