All housing NPCs like healer/enchanter etc. should be charging 25% less for their services than the ones in the city or in various other areas. This indeed works for the healer you buy for your house, but the Enchanter NPC you buy for your house charges the exact same amount of money as the ones in the city.
1. Go to your house or any house you have full access too, place a NPC enchanter on one of the hook points and try to enchant an item. Write down/take a screenshot of the price the NPC wanted to charge you.
2. Port to the city.
3. Now go to the NPC enchanter in the city and try to enchant the very same item, you will see the price is the same.
NPC enchanter placed in a house should be set to charge 25% less for his services than the price the NPC in the city or any other area charges.
