The same issue like 3009: Wind Ghuls and "little Wind" do not spawn at all
No Wind Ghoul or quest mob "little wind" spawn.
1. Spawn of mobs and a quest mob do not spawn
2. Please see issue 3009 - its the same problem. was already fixed but now the same problem is existing again.
