3788: Villainous Bandit in protection racket quest

Description

The quest Protection Racket need to kill 3 villainous bandit near Ardag (north west) but there aren't villainous bandit in the whole realm

Reproduction Steps

1. Go to Iaine in Ardagh and get Protection Racket quest
2. Search for Villainous Bandits as Iaine said (west/north west from Ardagh)
3. Kill 3 villainous bandits

Intended Behavior

You need to create villainous bandits mobs, because they aren't at the moment.
