Not exactly sure, but the Mighty Presence Shield procc should be reactive instead of active:
Currently its: Spell has a chance of casting when this WEAPON STRIKES AN ENEMY
Should be: Spell has a chance of casting when this ARMOR IS HIT BY AN ENEMY
1. get Mighty Presence Shield from Alfrigg in Malmohus
2. read the delve info :)

Well, just change the procc from active to reactive
