The Wind Ghouls ans specifically the Enchanted Wind Ghoul needed for this quest do not spawn, even though issue 3099 says this is resolved. It isn't.
1. Obtain Fagan's Wand Quest
2. Proceed to step 2
3. Go to mob spawn location and wait for days like an idiot because the mob never spawns
Fix the code so the correct mobs spawn. This is a pretty popular quest due to the reward.
I have no videos, try it yourself. It will not be difficult to reproduce.
