All Sapphire Seal weapons i checked are missing their DoT Proc.
1. Go to Df
2. Go to Sapphire Seal Weapon Merchant
3. Delve Weapons
Add the 50 Value DoT Proc to the Weapons bought by Sapphire Seals
The web archive link dating back to 2004 and 2002 should suffice to understand it was there pre 1.65 and post 1.65
