I received the vest as a reward from the lv 17 Muire Tomb group quest.
1. Advance to 17 find a group then receive quest from grogerty.
2. Finish quest
3. Choose the Quilan's Reinforced Vest as a reward and try to salvage it.
Make it be able to be salvaged as with other quest rewards.
