Missng Merchants for Market Return Tokens (50 characters)

According to the GOA Patchnotes for 1.70, there was a bugfix with one of the Market Return tokens (nothing in the mythic notes, so maybe only an eu problem).
So when market return tokens were mentioned in 1.70 as already existend and not mentioned in 1.66-1.69 as newly implemented, they should have been there before 1.66.
