3991: Last Name Can Not Be Changed to Cunt

Description

I went to change my last name to Cunt and it did not work

Reproduction Steps

1. Make a toon
2. Go to Lastname guy
3. Change last name to "Cunt"

Intended Behavior

Change the code to allow Cunt as last name, so Mesmer Can be Awesome :)

Evidence

Well I Don't Have Any Evidence, But I am pretty sure it should be allowed even if it just for Mesmer
