Keep guards of certain keeps are supposed to be dropping equipment. Per the Herald and grab bags, these items were called Omni equipment and were 102AF armor pieces with good stats and procs. These items do not seem to be dropping at all.
1. Go to any keep in the frontier which has a named guard or a keep lord.
2. Kill the lord and/or the guard, 1 piece of the equipment at random should drop from him.
3. Revel in triumph that you're using 102AF equipment with a prof at 50 and didn't have to pay a plat.
This is going to require research and some looking at. The herald says the items were fixed and they were dropping in the frontier and some other posts show the items on allakhazam. Examples below :
