The Garrote style, level 18 in the critical strike line, has a 60% snare effect for 12 seconds. The snare weapon effect should not be affected by damage, but breaks on damage from either weapons or poison. This is game breaking for a infie, ns or SB, because the opponent can just run away.
1. Make an infie with at least 18 CS and hit an enemy with Garrote
2. Watch the 12 second snare work if you do not hit them again
3. Hit them a second time with either melee or poison and watch them run like the wind
The snare is a weapon effect and like slam, should not break from damage
In multiple fights in RvR, damage broke the snare from Garrote. 50 infie dueled a paladin multiple times, both melee and dot poison broke the snare on multiple tests.
