4173: [MID] QUEST: Family Business not implemented

Description

This is a level 18 quest, but Thrand, the starting NPC, can't be found

Reproduction Steps

1. You need a level 18 character and try to find Thrand. I found 2 locations, 42398 48978 and 22k 46k but that NPC is not there

Intended Behavior

Implement the Family Business quest for level 18 characters
