4177: enchanter heat debuff not applied although not resisted

Description

the enchanters heat debuff does not get resisted, the cast is show as an effect on the enemy, but still nukes dmg shows it is not applied (no purge seen on player)

Reproduction Steps

1. debuff a player of an enemy realm
2. nuke with base and check dmg
3. repeat

Intended Behavior

either the resist message is missing (although the effect is visible?), the ra purge is partly not visible or the debuff does not get applied
