0418: Tireless does not regen endurance in combat

Description

I have Tireless 1, and when I am in combat, it seems that endurance is not regenerated.

Reproduction Steps

1. Get to RR1L1
2. Get Tireless 1
3. Enter combat and use endurance

Intended Behavior

It should ALWAYS regenerate the stated amount of endurance.

Evidence

I don't wanna record a video for this. It's easily tested.
