just NW of Fort Atla is a small hut (loc: Gotar 19k 2.5k). You can currently find roaming thralls in it. They should be escaped thralls. The roaming thralls to the north from he hut near the water are corect

those roaming thralls should be escaped thralls
on live i often traveled (many many twinks) from Vasudheim to that hut for the escaped thralls, which i needed for the escaped thralls quest. There are also escaped thralls near Vasudheim, but they were camped in those days
