1h dmg is making less dmg then it should.
This is the formula for
100 % base dmg = EDPS * (your WS/target AF) * (1-absorb) * slow weap bonus * SPD * 2h weapon bonus
Knowing that is the 100% mark referred by the weapon specialization section. If you are completely unspecced, then the damage variance of your weapon will fall between 25-125% of this 100% mark. If you are fully specced (or overspecced), then the damage variance will be 100-150% of this mark

1h dmg my arms 1693 WS , thrust weap 3.4 spd, effective dps of weapon 15.4 vs a cleric 635 AF. 19% abs did number of hits and found Min dmg 89 shown 75(-14) and max dmg 129 shown 109(-20) thats from 100% to 144% dmg variation.
15.4 x (1693/635) x 0.73 x 1.042 x 3.4 = 106 dmg should be 100% which is min calculated by the ecuation with a max variation up to 159 dmg .
I found on uthg 89 dmg when it should be 106 dmg , showing that 1h dmg should be increased with 19% .
1. make an arms and cleric lvl 50 templated equiped with same stats as i did
2.duel for testing purposes obtain min and max
3.compare min and max from Uthg with the min dmg and max dmg shown by the formula shown .
Check exactly what dmg is on uthg as i only got to a 100%-144% dmg variation on my test on uthg and increase min dmg to match the one from formula , adjust your melee dmg formula acordingly and also check dmg tables for Weapon skill to be shown properly and well calculated .

What i got on uthg as min dmg is 19% lower then what the ecuation gave , its a big diference of dmg .
