I tried to promote one of my alts to rank 1 and when doing so I got the message the character was promoted to rank 1 (i checked offline characters and it also showed rank was changed) but when I logged onto the character I promoted nothing changed (I also tried /gc leader <name>) and that didn't work at all which may or may not be a bug but just figured I'd mention it.
1. use /gc promote on offline character.
2. wait for character to log on and check their rank.
This can be fixed by having /gc promote work on offline players, /gc demote doesn't work either on offline players.
It seems obvious that /gc promote and /gc demote should work on offline characters also.
