Fagan's Wand - Enchanted Ghoul not spawning at loc.
There is some wind ghoul near DF but not the tiny one "enchanted wind ghoul"
just speak with other players in game who are waiting for this mob too.
I saw old issue like 3077 or 3009 notified as resolved but without resolution in game ;)

1. take Fagan's Wand Quest
2. follow steps to step 2
3. search for enchanted wind ghoul. Good luck! ^^
pop the enchanted wind ghoul at day at 33.3 33.3 in connacht
enchanted wind ghoul do not pop since I got the quest. speak with other IG people who get the same issue. One of them is looking it since one onth every day for update the issue tracker....
