4315: Random item drops around Grallarhorn Castle have low quality

Description

There was a server reboot on 201-04-07. After that reboot some random item drops around Graalarhorn Castle have a very low quality. Before the reboot these items tend to have a quality of over 90%.

Reproduction Steps

1. Go to Grallahorn Castle
2. Slay some mobs
3. Get some random weapons

Intended Behavior

The qlty of the items should be higher or equal 90%
