Quest given by Reidie in the tavern of Tir na mBeo has you go to Connacht during the day time to kill a wind ghoul named "Little Wind"
In live Little Wind is supposed to spawn at (loc:34431, 31819, 5640 dir=260) but I believe the Uthgard Patch level has him spawning closer to darkness falls, see Uthgard 2.0 bestiary for wind Ghouls: http://www.disorder.dk/daoc/bestiary/monster.php?load=5010
He does not spawn at either location.
1. Obtain quest from Reidie in Tir na mBeo
2. Complete first step of quest (Collect water beetle eye and Spraggonal leg)
3. Travel to Connacht during the day to kill Little Wind. Location should be near Darkness Falls.
Turn Little Wind Spawn rate on. He has not spawned at all. Multiple other users have reported similar issues.
