Midgard spellcrafter has the option to make a gem that gives + to staff. The only class I know of that can spec in staff is Friar, an Albion class.
1. Make a class that can SC
2. Become a SC
3. Make any version of the "Earthen Battle Jewel"
Remove the option to create that gem all together, it is useless for Midgard. The same goes for Hibernia but I don't know if they have the option to make it.
The only evidence I have is that Midgard cannot spec in staff, so why be able to increase staff skill? If I'm wrong I'll take this issue down.
