Description

I cant remove the quest form my Quest jornal which i should be able to.

Reproduction Steps

1.Start the quest at Heather in swanton keep
2.try to remove it
3.You' ll get the Message "You can not remove this quest"!

Intended Behavior

I should be able to remove it out of my Quest Jornal

Evidence

I started the quest and want to remove it but i cant.
