This is a dead-beat topic that had no new info so I decided to spend a few hours and figure out what makes it so that at RR7 and 46 light (composite of 63) my max charm level is 51 (reliably). The breakoff between reliable and not is 1 level, meaning that charm clearly has a cap, lvl 51 is acceptable on any charm lvl or type assuming I put 46 into light.
Around RR7 a mentalist would think to possible respec to: 34 mana, 31 light, 28 mentalism. 31+17 light = very little variance in baseline nuke wwhile having yellow aoe dot, hot and pom. This would also allow the claiming of ~low yellow max on this patch. So I went ahead and tested max charm lvls at each light respectively... I wish I had to excel it out for you but ladies and gentlemen, it was exactly 5 lvls higher than my light hard spec no matter what I did, +17 bonus or not, this made ZERO EFFECT ON MY CHARMING. Conclusion can be there's a hard cap set at (light_spec_level + 5), or the bonus to light isn't affecting charm.
1. Make a lvl 50 mentalist, start off RR1L0, 46 light spec, you will notice your max charm lvl is 51 (same reliability as a lvl 1 being charmed I shit you not).
2. Make it RR10 and give it max bonuses to light and put 46 into light still, you can only charm lvl 51 still.
3. This should reproduce and explain the problem clearly.
My proposal is either remove the hard +5 cap (maybe just appearing this way since bonus maybe the problem) or make RR/+light matter please, it's been a long time coming :)
In many patch notes and threads, etc etc it is said at X RR I could charm this, and so on, meaning RR and +light obviously made a difference, on Uthgard we know it does not.
