The quest "Helen's Letter" should be given by Helen in Haggerfel at level 1. Helen doesn't offer the quest.
1. Create a char, eg. dwarf viking or seer.
2. Travel to Haggerfel.
3. See that Helen offers the quest "bear skins", but not "Helens Letter".
