4664: Kul's Iron-tipped Whip doesn't salvage

Description

I killed the named mob Kul in Dartmoor Albion. His Iron-tipped whip dropped.
When I attempted to salvage it for metal I got the message that it could not be salvaged

Reproduction Steps

1. Clone a Kul's Iron-tipped Whip
2. Attempt to salvage it.
3.

Intended Behavior

Just make it so the item can be salvaged. It was salvageable on live.

Evidence

As I said, I could salvage the item on live and there is no logical reason I cannot salvage it here and now.
