Boots have AF40, 6con/dex 2% body resist, but drop only in a level 30 dungeon.
1. Go to Catacombs of Cardova
2. Kill about a hundred manipularis
3. ???
4. Get boots that are 10 levels lower than the dungeon is.
According to Allakhazam the stats should be AF60, 10con/dex 5% body, which would make more sense compared to other drops in that area.
Was not able to find classic stats though.
Underpowered item drops in a dungeon and is not even close to the stats of other drops in the area.
