When I talk to Mandra, villainous youth never approachs to us.
And if i look for a villainous youth and kill one, quest journal is never updated and still stay at step #1.
1. Go to Mag Mell and talk to Mandra.
2. Receive the Youth Gone Wrong quest and Mandra says "Look, they are coming!"
3. Confirm that nothing happens, and move to northern region of Mag Mell and just slay a villainous youth.
There should be a villainous youth running toward Mandra after having conversation, and quest journal should be updated after killing it.
It is just a simple, low level quest and I believe most of plyaers of hibs remember how this worked.
