I have two low level fletchers on 2 different realms. footed flight arrows are grey to both of these characters. When I atempt to craft footed flight arrows both
fletchers get instead footed keen arrows instead of footed flight. the materials for the footed flight arrows are being used.
the two characters that are having problems are both in level 20's. this should not affect the crafting since both are higher that the needed fletching level.

I have no idea how you are going to fix this but my level 50 friends are not having this problem.
I can still use arrows i purchase but this cost is twice what I should have had if I crafted the arrows.
If this is some kind of nerf then it is a bad one.
character level has never in real daoc had any effect on crafting
I have submitted a video from youtube showing the problem . it shows the materials for footed flight being used and the footed arrows being made.
