Finish the quest from Banba for the Spinner's Cloak at lvl 9

Its a reopen of issue:
2997: Spinner's cloak bonus lvl 18 but item lvl 9
I got this item today 13th January 2019, the cloak still fails to affect a lvl 9 character.
1. Be level 9 character
2. Complete quest
3. Equip reward
4. See "fails to affect you."
Quest reward should be able to affect you if you can complete the quest.
