Elven guardian not given base class quest in Howth.
1. Create elven guardian and gain xp to level 4
2. Speak to class trainer NPC Kaley, and note that she does not initiate quest dialogue nor does she have the yellow circle around her feet.
3. Check again at lvl 5 with or without discussing the specialized class paths available to a guardian, quest still unavailable.
This quest should exist on Uthgard. See evidence.

The following is a log from lvl 5. At lvl 4 it is the same, minus the class specialization dialogue. Just in case it were to change anything, I clicked on each segment of highlighted text when speaking to my trainer, (quest-giver according to ZAM.)
