Danaoin farmers in Lyonese correctly drop the quest itam "Danaoin Harvest List"
Delving the item's info says delivering the item to William Oswy in Avalon Marsh, level range 44-46. The NPC is located at loc 38.4k 18.9k.
When the item is handed to Oswy, log shows "William Oswy does not want this item"
This has been tested with a lvl 45 necro.
1. obtain danaoin harvest list quest item
2. deliver to william oswy at loc 38.4k 18.9k using a lvl 44-46 character
3. NPC declines the item
No issues with drop rate or similar (not tested extensively). The only thing reqwuired is to allow the NPC accept the item and award XP to the character delivering the quest item.
