When a new guild is created all of the guild hear flags were set to N even for the guild leader
1. Create a new guild
2. Check the guild hear flags in /gc ranks
3.
All ranks should be able to hear guild chat so the default flag for Guild Chat Hear should be Y for all ranks
not sure what evidence to give you it just was always the default
