Friar Self haste buff is half of what it should be. The lvl 38 Alacrity of the Archangel is 16% where it should be 32%. Same goes for Theurgist is half of is normal value.
1. Make a lvl 5 friar/theurgist go to trainer and check it out.
2. Then go to http://web.archive.org/web/20030810001226/http://www.camelotherald.com/spells/line.php?line=1050 and see the right value.

The haste buffs should be fixed so the value of the spell is 1.65. Not some never seen before values.
