These boots have +3 Dementia allocated to them. Seeing as how this is a spec for Vampiirs, a nonexistent class this is incorrect.
1. Vampiirs aren't implemented.
2. Because Vampiirs aren't implemented this stat shouldn't exist.
3. To reproduce, get boots and then look at stats.
Fix the boots so they don't have vampiir stats. Or remove them from loot tables, seeing as how 3 dementia doesn't benefit any current class. These are detracting from other possible drops.
