0657: Missing NPC "Marnath" for "Bed Bugs" Quest missing

Description

Jordheim Crier is saying that Marnath near the Jordheim Stables has an issiue with Bed Bugs.
I walked to the Stables but Marnath is missing

Reproduction Steps

1. You must be Level 30
2. Jordheim Crier should be have Work
3. Look near the Jordheim Stabels, no Marnath NPC there

Intended Behavior

Insert Marnath and all Quest Steps to finish the Quest.
Eventually other NPCs are Missing for this Quest.

If the Quest was insertet after 1.65 remove the Shout from the Jordheim Crier.
