When Con-Debuffing a target there is no system/chat/spell message that the target was actually debuffed.
1. Create any Con-Debuff Class
2. Search a mob
3. Get in system/spell message range
4. Cast Con-Debuff
5. No message
Add system/chat/spell message to all con-debuff spells on hit/apply on target.
