Hibernian Vigor does not appear to stun the target or the stun is dramatically shorter than the 2 seconds as advertised. This was tested on blue-con mobs only, further testing may be able to hone in exact problem if it is not as stated.
1. Use Hibernian Vigor (relies on parrying - > Celtic Rage - > Hibernian Vigor Chain) on a monster
2. Move to the side of the mob or try to time it so than attack will land within the advertised 2 seconds.
3. The mob will be rooted, but it still attacks and turns
Hibernian vigor as per tooltip should be a stun. The mob should be stunned for 2 seconds assuming no other applications (diminishing returns etc.)
I'm not sure what I'm supposed to put here? I don't have something that can record in game and not sure how I turn on datetime stamp in combat log
