I never found any quests at Outland Wharf or Adribards Retreat from level 1-5.
1. Make a character that starts near Outland Wharf and Adribards Retreat.
2. Level your character and check all npcs for quests.
3. Never find any quests.
Add several quests for starting trainers and npcs around these areas.
