0846: Mentalist Charm requiring highest level spell incorrectly

Description

Mentalist charm is currently requiring the highest level of the charm spell in order to charm a mob. This is not how the charm should be working, as each new charm spell adds a new mob type, and you only need to use the spell associated with the correct type instead of the highest level spell.

Reproduction Steps

1. Testing as level 35 mentalist with 35+8 light
2. Charm a level 37 torc using the level 33 spell Ghostly Enemy. Charm is successful.
3. Release torc.
4. Attempt to charm the same level 37 torc using the level 10 spell Fabricated Enemy (charms Humanoid and Animal). Charm fails.

Intended Behavior

Charm should not be based on level of the spell. Only the type of enemy is related to the level of the charm spell. You should be able to charm the level 37 torc in the example above using Fabricated Enemy since it charms Humanoid and Animal.
