I raised up a lvl 17 mercenary and Camelot trainers never gived an epic quest.
I tried also different trainers.
1. Create an Higlander mercenary
2. Raise it to lvl 17
3. Go to camelot trainers
Mercenary trainers should give the firs epic quest at lvl 7 but he doesen't.
I think there is no need to any evidence about this, dunno if is only a problem of my character but simply i can't take epic quest.
