Whenever a mob is pulled, it should attack any member of the party (or their pet) of the attacker it encounters within melee range while in route to the attacker. I've noticed this is the case hundreds of times over the course of the day. They will neither attack toons or pets of toons as they should. This usually would give the initial attacker an extra round to cast a spell or perform some other action.
1. Place a group member or pet of a group member between yourself and a mob.
2. Attack said mob and watch as it passes within melee range of group member or pet.
3. Mob will not attack group member or pet of group member.
Enable mobs to attack group members or pets of group members if they get within melee range during a pursuit.
I have no proof other than it has always been this way as long as I have played.
