Gwulin didnt spawn or he is kill on sight by Guards i dont know, but theres in no Gwulin in the named area.
1. Get Quest Niea´s missing Brother
2. Serch the area between Prydwen Bridge and West Downs
3. Try to find Gwulin
let Gwulin spawn at a place we can find him ......
