My charge items do work however after I relog or change zones they'll often become broken or disappear from my hotbar, forcing me to reapply them. Not the biggest of bugs but its tedious having to constantly update the charges.
A 2nd smaller bug is that you have to be wearing the charge item when you put the icon on your hotbar for it to work. If you for example have a ring with a dex/quick charge in your inventory, you place the charge icon on your hotbar, then you equip the ring to use the charge it will not work that way.
1. Load a character who has access to items that have useable charges
2. Place the icons on your hotbar and use them
3. Relog and when you come back most should be either broken or disappeared from hotbar
When you relog or change zones your charge icons should remain on your hotbar like any other spell/style/potion would.
I have no documentation only prior experience with these mechanics.
