0899: Quest: Way of Stealth - Learn the Paths (Elf)

Description

This quest should not be available to Firbolg Guardians. It is meant to be an Elf Stealther starter quest.

Reproduction Steps

1. Create a Firbolg Guardian (level 2 or 3 required I believe)
2. Go to Mag Mell and get this quest
3.

Intended Behavior

This quest should not be offered to non-stealthers at least. It also appears to be specific to (Elf). It is offered to Guardians. It is also offered to Firbolgs.

Evidence

Guardians should not be given Stealther starter quests. It is also for the wrong race.
