I cannot progress past step 3 of the first Cad Goddeau quest as a Valewalker. Harper Brac tells me the story but the quest does not update and the Old Hermit will not speak to me. The Blademaster doesn't drop any items and I cannot give the Hermit the plant.
Was marked as resolved here but it is still not working for me.

1. Accept the quest Cad Goddeau from Fuinhel at level 15
2. Progress to step 3
3. Attempt to speak to the Harper and then the Hermit.
Unsure of the exact behavior but the end result should be the Hermit speaking to me.
