People in the Hibernia starter guild "Tir na Nog Adventurers" can see alliance chat but are unable to speak in it.
1. Make a character that starts in Mag Mell
2. Try to speak in /as
3. See error message saying you don't have permission to do so
It seems to be a simple permissions issue that needs to be turned on.
No additional evidence is really needed. If you make a character in that guild, you'll see that you are unable to speak in alliance chat.
