The questmob "Gwulin" from step two of the mentioned quest seems to be missing. i walked around the area he is supposed to be and frequently spawn but he wasnt there.
1. Take the quest from niea in humberton
2. Go to the road between prydwen bridge and salisbury
gwulin should make his appearance there.
i couldve waited longer than one hour and killed more bandits in the area to make him spawn, other than that i dont have a proof.
