Penetrating arrow should pierce the blade turn on a non-self casted bubble. This used to work however lately it appears not to. This is hard to gather evidence on. The only thing I have to go by is my attack logs. Lately I have been seeing a lot of "this arrow hit a magical barrier" multiple times in a row on non PBT targets (like shaman). If penetrating arrow was working PBT should be pierced for a % dmg, not absorbed by the barrier. Not sure how to test this but maybe it is something that can be looked at.
1. Attack an enemy that is affected by PBT from another toon with a bow spec high enough to have Penetrating Arrow
2. Note the arrow does not seem to ever pierce the PBT.

Check to see if something was broken with penetrating arrow. It should pierce PBT and non self casted bubbles.
All I have is logs from in game showing multiple misses in a row on the same target due to bladeturn which are on toons that do not have the ability to cast PBT on themselves.
