Working as intended:

Penetrating Arrow only penetrates bubbles that are not self-casted. Thus, it does not penetrate the self-casted bubble that casters have.

On an unrelated side note:

I suggest you to improve your tune in order to be taken serious.

it does penetrate the bubble on live right now, but not at 1.65 patch level!
